St. Mark's Terraces, Penn Yan and Dundee, are corporations governed by one voluntary Board of Directors.  The Board is composed of members from both the Penn Yan and Dundee areas who are active in their communities but are not required to have previous housing management experience.

St. Mark's Housing is non-denominational; several board members are part of the congregation of St. Mark's Episcopal Church as a requirement of the original housing charter.  Members are appointed for three year terms.
